Riana Development Foundation Engages World Bank on Governance and Parliamentary Capacity Building.

Riana Development Foundation (RDF), in partnership with the Constitutional Implementation Oversight Committee (CIOC), held a productive and forward-looking meeting with the World Bank Governance Team to explore strategic collaboration in strengthening Kenya’s governance and accountability systems. RDF was represented by its Technical Advisor, George Ananga, while CIOC was represented by its Chairperson, Hon. Caroli Omondi, alongside Parliamentary staff Hellen Kina, Daniel Ominde and Alvin Ochieng.

The discussions underscored the World Bank’s strong interest in supporting capacity building for Parliamentary staff, particularly in fiscal policy, public financial management, and legislative oversight. The team also expressed keen interest in structured engagements on the two-thirds gender principle, public participation frameworks, the operationalization of the Public Finance Management Act (PFMA), and issues of debt sustainability. RDF and CIOC shared lessons and outcomes from recent capacity-building workshops, which were positively received and recognized as valuable foundations for deeper collaboration.

The meeting opened pathways for structured engagement between RDF, CIOC, and the World Bank, particularly in strengthening parliamentary oversight, enhancing fiscal governance literacy, and advancing constitutional accountability. Discussions also explored opportunities to align efforts with partners such as the Budget and Finance Committees of Parliament and development partners supporting governance reforms. RDF reaffirmed its commitment to driving practical, results-oriented capacity building, including advancing structured constitutional audits in clearly identifiable areas. Further engagements are expected as the parties refine areas of cooperation and implementation modalities.
